Policies & Procedures

Payment is due upon registration, and registration is required before participation in any class. All registrations must be done online or in-person at the Community and Susi Q Center, 380 Third Street, Laguna Beach 92651, during business hours. Late registration is accepted on a space-available basis. Fees are not pro-rated and expire at the end of the session. 

City instructors are permitted to accept checks for drop-ins. No cash/credit cards accepted, and a registration form must be completed. Checks should be made payable to "City of Laguna Beach."

Transfers will be permitted if requested in writing at least one business day prior to the start of the activity. A processing fee of $20 will be assessed. 

Participants must be properly registered for City-sponsored activities, and a signed "Release of Liability and Indemnification" must be on file. 

Please register early! Enrollment must be sufficient to hold a class. Please pre-register to secure the activity of your choice. 

Classes may be taught by Independent Contractors for the City. Although not an employee, these independent contract instructors represent the City, and are expected conduct themselves in a professional manner and must abide by all organizational standards and policies. Violating Recreation Division or City policy will result in disciplinary action, up to, and including termination of contract.

Participant Code of Conduct

All participants and spectators attending programs or activities conducted or sponsored by the City of Laguna Beach are expected to exhibit appropriate behavior at all times while participating. The following guidelines are designed to provide safe and enjoyable activities for all participants:

• Be considerate and respectful of others.
• Be respectful of the Community Center, School District, and City property.
• Do not use language that is obscene, defamatory, invades others' privacy, or promotes bigotry, racism, hatred, or harm against any group or individual.
• Participants who are under the influence of illegal drugs or intoxicated are prohibited from participating. 
• Maintain an acceptable standard of personal hygiene. 
• Follow non-smoking policies as stated in the Laguna Beach Municipal Code (sec. 7.40.050).
• Verbal or physical threats or outbursts will not be tolerated.

The City reserves the right to revoke any registrant's program participation privileges. Thank you for your cooperation.

Discrimination and Harassment

The City of Laguna Beach has a zero-tolerance policy against any form or type of discrimination and harassment by, among, or to its employees, representatives, and participants. Discrimination and harassment can be defined as any behavior that is disrespectful and causes discomfort to another person, be it physical, verbal, visual, or sexual. Independent Contracted Instructors are responsible for their own actions/conduct and must never engage in discrimination and harassment.

AMERICANS WITH DISABILITIES ACT (ADA) 

The City of Laguna Beach Recreation Division is dedicated to providing people with and without disabilities the opportunity to participate in classes and activities together. The ADA is federal legislation, which guarantees equal opportunity for individuals with disabilities in employment, public accommodations, transportation, local and state government services and telecommunications.

It is the policy of the City Laguna Beach to fully comply with the provisions of the ADA, and to make reasonable accommodations to individuals with vision or hearing impairments or other physical or cognitive disabilities so they can have an equal opportunity to participate, unless an undue burden would result. Physical barriers must be removed if removal is readily achievable, easily accomplished, and able to be carried out without much difficulty or expense. If not, alternative methods of providing the services must be offered. Public accommodations may not discriminate against an individual or entity because of the known disability of an individual with whom the public entity or its representatives is known to have a relationship or association.

The City of Laguna Beach will make reasonable modifications to ensure people with disabilities have an equal opportunity to access all City programs, services and activities. The City will not impose unnecessary eligibility standards or rules denying individuals with disabilities the opportunity to participate in services, programs and activities. Please advise the Senior Recreation Supervisor if a participant has a disability requiring special accommodations.
