The city recreational department shall, from time to time, create rules and regulations for the use of city athletic fields and municipal facilities. These rules and regulations shall be created and amended from time to time by the city recreation department and may be enforced by that department to the exclusion or expulsion of violators or by the withdrawal of permits solely at the discretion of the recreation department. In the event that a permit shall be withdrawn, any fees previously paid to the city shall not be refunded in whole or in part.
