Field/Facility Rental Terms & Conditions
Availability:
Athletic fields may only be used for the sport for which they are designed.
The City of Eagle Pass Director of PARD or designee has the right to refuse or postpone rental if the proposed event conflicts with scheduled events of the City of Eagle Pass or if the proposed use is perceived to be physically detrimental to the facility. All rentals must be approved in writing by the City of Eagle PARD or designee. Exceptions to the rental policy may be permitted with prior approval in writing of the City of Eagle Pass PARD.
Set Up Requirements:
It shall be the responsibility of the person signing the rental agreement to be on-site for the entire duration of the rental and to comply with and enforce all PARD policies, rules, and regulations pertaining to the field or facility being used.
Renter shall comply with all laws - federal, state, and local - including all ordinances of the City of Eagle Pass and all rules, regulations, and requirements of PARD, Police, and Fire Departments.
Renter shall be permitted to use only the areas which have been rented during the time that they have been rented. Renter shall not do or permit to be done, in or upon any portion of the Facility or its premises, anything that will obstruct or interfere with the rights of the other renters or users of the Facility.
At no time shall a renter sub-lease or assign its rental to another individual, group, or organization.
Additional services which are not normally provided by the City of Eagle Pass such as special sound and lighting equipment, additional stage, extra electrical, and utility services, etc., must be furnished solely by the individual or association who agrees to acquire necessary electrical, health, sound, and other permits as may be required and to comply with all codes and laws of the City of Eagle Pass.
Water access is limited to the restroom sinks and water fountains.
Equipment:
The City does not provide equipment. If City equipment is needed, renter may ask to borrow City equipment via the Request to Borrow Equipment Form.
Cleaning Requirements:
All trash must be bagged and disposed of properly in trash receptacles.
All decorations must be removed.
Security Requirements:
One chaperone (at least 21 years old) shall be required for every 25 minors (up to 18 years of age). Chaperones shall be present when the rental begins, be present throughout the rental time, and shall not leave the area until all youth have vacated the immediate area.
A rental may be shut down immediately by the City of Eagle Pass PARD or Police Department without refund of deposit or rental fees if any terms of the rental are not followed or if there is a “Breach of the Peace”.
Prohibited Activities and Items:
Commercial solicitation and transactions are prohibited.
Firearms are prohibited except as authorized by law.
Pets shall be kept on a leash at all times.
Glass containers and/or alcoholic beverages ARE NOT permitted in the parks, leased facilities, or parking lots.
Only WATER is allowed on turf fields. No outside food or drinks allowed.
No vehicles shall be driven over or across the curbs sidewalks, grass, or lawn within the parks. Vehicles shall be parked in the parking lots or areas as designated parking and not elsewhere unless approved by PARD Director.
Campfires and open burning is not allowed in any City Park. Personal barbeque grills are allowed in parking lot only (excluding the Sports Complex).
Disclaimer:
The City of Eagle Pass PARD reserves the right to cancel a rental at any time. Any rental found to be in violation of the rules stated will be subject to loss of its security deposit and shall be grounds for prohibiting future use of PARD facilities.
Renter agrees to indemnify and hold harmless the City, its agents, and employees from and against any claims for damages to persons or property arising out of any use of the facility and its premises by renter. The renter does hereby assume all liability and responsibility for bodily injuries, claims, or suits for damages to persons or property of whatsoever kind or character, whether real or asserted, occurring in connection with the use of the facility or its premises by renter, his or its agents, servants, employees, contractors or subcontractors. The City assumes no responsibility for any property placed in or about the facility.
Recreation League
Zero Tolerance Policy
I. Purpose
The City of Eagle Pass Parks & Recreation Department (PARD) strives to create a positive recreational experience that you,
your family, and your children will remember for years to come. To help create this positive environment, PARD has
established a “Zero Tolerance Policy” to clearly establish expectations for responsible behavior and sportsmanship.
II. Sportsmanship
The PARD encourages coaches, players, parents, and spectators to always Play with Integrity, Respect the Officials, Be
a Good Sport, Maintain Self-Control, and Let the Coaches Coach.
III. Prohibited Behavior
Abusive, obscene, and racially charged language, threats, violent play, violent conduct, fighting, and other inappropriate
behavior (including, but not limited to, taunting, harassment, bullying, etc.) will not be tolerated during any PARD youth
recreational service. Individuals displaying such behavior will be subject to Policy Violation terms.
IV. Coaches Conduct Standard
• Coaches are responsible for behavior of other coaches and players on their team.
• Coaches should make a reasonable effort to control parents and players on their team.
• Coaches will be asked to keep their parents in check to the extent possible.
• Coaches are expected to uphold the PARD Zero Tolerance Policy at all times, which includes attempting to calm a
situation that may involve coaches from the same team.
• Coaches are required to advise parents before the season begins that they too are expected to demonstrate good
sportsmanship, and that rules regarding suspensions are in place.
V. Spectator Conduct Standard
• No spectator shall persistently address a game official at any time. This includes but is not limited to:
• Spectators shall not make derogatory comments to players of either team.
• Spectators shall not dispute calls during or after the game.
• Spectators shall not advise an official to watch certain players or attend to rough play.
• Spectators shall not yell at the officials, EVER, including criticism, sarcasm, harassment, intimidation, discriminatory
comments, or negative feedback of any kind before, during, or after the game.
• The only allowable exceptions to addressing an official are:
1. Spectator may respond to an official who has initiated a conversation with a parent or attendee.
2. Spectator may point out an emergency or safety issues, such as player injury or observed fighting.
VI. Policy Violation
• All PARD staff involved in an ejection must provide a written report outlining reasons/circumstances.
• At the discretion of on-site PARD staff, any individual not in compliance with Conduct Standards of the ZERO
TOLERANCE POLICY will be asked to leave the facility and be subject to an automatic three (3) game suspension, or
more depending on the gravity of the offense. Volunteer coaches not in compliance with Conduct Standards will be
subject to being prohibited from volunteer coaching for a designated timeframe (games, seasons, and/or years)
depending on the severity of the offense. The suspended individual may not be near the playing premises during the
suspension. Failure to comply with suspension will result in a criminal trespass charge being issued.
• In the event a coach or spectator refuses to vacate the facility upon ejection, the team will forfeit the current game and
the individual will face further disciplinary action.
• PARD may take any such other corrective action it deems appropriate to assure proper sportsmanship. The safety and
well-being of all participants, spectators, officials, and PARD staff, and the integrity and standards of the recreational
program. All teams, coaches, players, and spectators are subject to such rulings and corrective actions.
• The PARD will investigate all instances of violations of the ZERO TOLERANCE POLICY to the best of their ability.
However, it is too much to ask for PARD staff to identify every violation while also officiating a game. Every reasonable
effort will be made to enforce the ZERO TOLERANCE POLICY.
